Rosemary Crowley

Rosemary Crowley's practice focuses on state and local tax consulting and municipal law. She has represented clients in tax controversies in numerous administrative and judicial forums, including local boards, state agencies, trial and appellate courts. She has also worked on the development and trial of complex civil litigation matters requiring multiple attorneys at Doherty, Wallace, Pillsbury & Murphy, P.C.

Rosemary has served with David Martel as a co-editor of the Appellate Tax Board Update, an annual review of local property tax decisions.

Rosemary began practicing law at the Massachusetts Department of Revenue, where she served as trial counsel to the Commissioner of Revenue for five years, representing the Commissioner before the Appellate Tax Board on cases involving bank excise, security corporation status, domicile/residency status, multistate tax issues, sales/use tax, corporate excise, central valuation and personal income.

Prior to practicing law, Rosemary worked as a computer aided design engineer in the semiconductor industry.

Rosemary is a member of the Massachusetts and South Carolina Bar.
